Introduced in 1953, this was an improved version of the single-link structure of the Wara 23000 series, with a double-link structure, and is a representative two-axle covered freight car on par with the WAM80000 and Wara 1. Over 18,000 were manufactured.

- Underfloor with a sense of detail due to the reproduction of brake levers and steps
- Black exterior with various white markings printed on it
- Car number printed on it

- Can pass through mini curves (when connected to a locomotive capable of passing through mini curves)
