This is a freight car used for distributing ballast onto railroad tracks. Ballast can be dropped from the three drop ports to the center of the track and to the left and right sides of the track.
Six JR passenger companies and private railways had over 700 cars for track maintenance. Although they are used for track maintenance work and rarely intermix with other freight cars, they enter all line sections and are towed by various locomotives.
